The base font size is determined by the priority set on the Destination Dictionary or Tenant Directory, the label variation value controls the scaling of the value at 3 size options Regular, Medium and Large.

As a user toggle the Text Size tool within explorer, the labels will cycle through Regular, Medium and Large label sizes using the scale set in the configuration
Note: Not all labels start at the same size, and are based on the ‘priority value’ set in the Tenant or Destination Dictionary.

When displayed in HD icons as they effectively have a higher pixel density output they actually can be smaller as they appear sharper and crisper. For example an original icon size of 24px in normal resolution will actually be more legible at 20px display size when HD enabled.
